二 | 日前，桐庐县分水派出所接警大厅，市民徐女士将锦旗送到民警林曦手中，身旁是女儿小徐。小徐在父母离异后，随母亲迁居分水，长期亲情缺位让她情绪低落，一度萌生弃考念头。“曦光守护站”在日常摸排中发现隐患，及时将其纳入重点帮扶名单，持续开展心理疏导和暖心陪伴。如今，小徐顺利完成中考并取得理想成绩。小徐的改变，是分水派出所“前端预防”最实在的回答。分水镇素有“中国制笔之乡”之称，常住人口9万、外来务工人员2万，流动和留守未成年人群体数量多，治理压力不小。分水派出所打造“曦光守护站”未成年人保护工作室，聚焦外来务工子女和留守儿童，构建“预防、教育、矫治、保护”四维一体工作体系，在省内基层未成年人保护治理中走出了一条新路。
三 | 针对未成年人偏差行为的差异化特点，守护站创新推行“红黄蓝”三色分级管控机制，依据《中华人民共和国预防未成年人犯罪法》，按风险等级和危害程度分层分类帮教。在“管住人”的同时，守护站还要“暖住心”。14岁的小陈，父母常年在外务工，一度沉迷游戏、频繁旷课。经过民警心理疏导和常态化回访，他逐步端正心态、重返课堂，期末成绩大幅进步。今年以来，守护站累计建立未成年人专属成长档案85份，开展“一对一”精准帮教64人次，开展心理矫治185次，成功帮助47名少年重返校园，辖区校园矛盾警情同比下降50%。进入暑期，该站点积极联动部门力量，启动暑期安全护航专项行动，通过警营体验、红色研学、安全宣讲等形式，普及防溺水、防欺凌、反诈骗知识。同时，站点与桐庐“老梅”五老工作室挂牌共建，整合民间力量和本土资源，实现优势互补。下一步，桐庐县将不断优化未成年人保护治理模式，做细做实前置预防、精准帮扶、联合共治，持续筑牢未成年人健康成长平安防线，让“曦光”温暖守护每一位少年向阳成长。
